Duck Hunting the Chippewa flowage in WI?

For any who dont know, the Chippewa Flowage in WI. is part of an Indian reservation. I just came back from a fishing trip out there and heard a number of shotgun blasts on the water. Can anyone hunt an indian reservation or is this a privelage for the tennants only.
