Do you own your property if the government can force you to sell your home to them at a price they decide?

There is an area in Eau Claire, WI along the Chippewa river filled with businesses and homes at the mid to low value that the city wants to buy and make a park, a restaurant, and condo's. They say they will appraise the homes and buy them and disallow the owners to sell to anyone else but the city.
